Claudia Barba was honored during LACOE’s literacy symposium on November 11, 2025, celebrating educators who demonstrate exceptional leadership in evidence-based reading instruction.
A native Spanish speaker and longtime Baldwin Park educator, Barba has spent her career helping young learners discover the joy and confidence that come from reading. She began teaching Transitional Kindergarten through second grade before transitioning into literacy leadership, driven by what colleagues describe as a deep, personal commitment to student success.
Barba holds a bachelor’s degree in child development from Cal State Fullerton, a California teaching credential and CLAD certificate from Cal Poly Pomona, and a master’s degree in curriculum and instruction. Over the years, she has served in multiple roles across the District, developing expertise in early literacy, structured reading practices, and family engagement.
Her path to becoming a literacy coach began with a small grassroots effort she helped launch with a group of teachers who were determined to address reading gaps that emerged after the pandemic. The team researched new techniques, explored evidence-based approaches, and worked to bring literacy back to the forefront of early instruction.
Their work eventually grew into an official Districtwide need—one Barba now fulfills in her current role as a literacy coach. She provides training and coaching to teachers, models lessons, leads family literacy workshops, and supports schools in implementing research-backed practices designed to build strong foundational reading skills.
“This is my dream job,” Barba said. “When I taught kindergarten through second grade, my favorite part of the day was always reading. After the pandemic, I found myself diving deeply into how to help students regain those skills. This role brings together all my passions for education, and I feel beyond privileged and honored by this recognition.”
Barba said the award reflects a collective effort. “I share this with my peers, our staff, and everyone who was nominated,” she said. “Literacy is a unified effort, and I’m grateful to be part of a community so committed to helping students grow.”
During the symposium, Tracy Elementary Principal Dr. Laura Rodriguez praised Barba for her impact on both students and staff.
“Claudia is, in every sense, a guiding light,” Rodriguez said. “Every day she pours her energy, expertise, and heart into helping students discover the power of reading. Her dedication, warmth, and commitment ripple throughout our entire school community.”
The Structural Literacy Luminary Award is presented annually by LACOE to educators who advance structured literacy practices and strengthen reading outcomes for students across Los Angeles County.
