Superintendent’s Advisory Committee on School Closures (SACSC) Updates

Baldwin Park Unified is dedicated to providing a high-quality education through engaging academic and enrichment opportunities.
BPUSD held a Superintendent’s Advisory Committee on School Closures (SACSC) meeting on May 3 to continue discussions and evaluate the Phase III plan for school closures, consolidation, and revitalization.
During the Board of Education meeting on May 9, the SACSC provided a report from the May 3 meeting to the Board and District community, which included the recommendation that over the course of a three- to five-year period, BPUSD should close and consolidate an additional three elementary school campuses and one middle school campus.
The initial recommendation to close and consolidate three elementary school campuses and one middle school campus was made after reviewing enrollment projections for the next ten years. The committee also reviewed school capacities to ensure that should the recommended closures occur, the other campuses are able to accommodate the additional students. Instead, the maximum number of students on each campus would total 75 to 85 percent of full capacity, providing a safety net if enrollment numbers suddenly increase and additional space is needed.
I want to emphasize that this is still considered the initial stage of the Phase III process, and specific schools have not been selected for closure in this phase. The SACSC recommended that the three elementary schools close over the next one to three years, and the middle school close during the fifth year of the plan to ensure all students attending the school during the 2023-24 year have time to promote to Baldwin Park or Sierra Vista high schools.
The SACSC will continue to meet over the summer to review and discuss options for moving forward. At this point, the SACSC plans to submit a recommendation to the Board of Education during a regular meeting in August regarding which schools to close and in which order.
At the end of April, Baldwin Park Unified distributed a general survey to the Baldwin Park community to gauge the priorities of families and review stakeholder considerations and suggestions. The survey is available on the District’s website, and a fact sheet on the school closures, consolidation, and revitalization plan was mailed to all homes in the community, including a QR code to the surveys.
The deadline to complete the survey is Wednesday, May 17. The next SACSC meeting is scheduled for May 17 so the committee can review the survey results and include the feedback in the decision-making process.
We understand that this is a long and multi-step process and that school closures are difficult for everyone involved. Our goal as a District is to ensure that we can provide the highest quality education for our students, which requires us to be careful stewards of District funding. We will continue to provide updates to ensure the Baldwin Park community remains informed and is aware of their opportunities to engage in this process.

El 3 de mayo se llevó a cabo una reunión del Comité Asesor del Superintendente sobre los Cierres Escolares (SACSC, siglas en inglés) para continuar las discusiones y evaluar la Fase III para el cierre, consolidación y revitalización de las escuelas.
Durante la reunión de la Junta Educativa del 9 de mayo, el SACSC presentó un informe de esa reunión ante la Junta Educativa y la comunidad escolar en el que se recomendó que —en el transcurso de tres a cinco años— el Distrito debería cerrar y consolidar tres escuelas primarias y una escuela secundaria adicionales.
La recomendación inicial de cerrar y consolidar más escuelas se hizo en base a las proyecciones de inscripción para los próximos diez años. El comité tomó en cuenta la capacidad de las escuelas para garantizar que exista suficiente espacio para los estudiantes de las escuelas que se cerrarán. El número máximo de estudiantes en cada escuela sería del 75 al 85 por ciento de la capacidad total, lo que crearía una red de seguridad si el número de inscripciones aumenta repentinamente y se necesita espacio adicional.
Es importante enfatizar que estamos en la etapa inicial de la Fase III. Aún no se han escogido escuelas específicas para cerrar. Baldwin Park Unified is committed to providing students with the highest quality education through comprehensive academic programs and engaging enrichment opportunities.
Earlier this month, we shared an update regarding the Superintendent’s Advisory Committee on School Closures (SACSC) meeting held on March 1, 2023, which provided a summary of the continued discussions of the Phase III school closures, consolidation, and revitalization plan.
To gather community feedback and suggestions for developing a three- to five-year plan for further school closures, the District is holding multiple town hall meetings this spring. We encourage everyone in the community to attend these meetings.
The first two town hall meetings were on March 21 and 23. The final town halls will be held from 5 to 6:30 p.m. on:
- Tuesday, April 4, 2023, at BP STEM Academy
- Thursday, April 6, 2023, at Sierra Vista Middle School
The SACSC reconvened on March 22 to review the recommendations, considerations, and feedback gathered at the first town hall meeting. During the SACSC meeting, committee members broke into smaller groups to review and discuss data, and input from community stakeholders, including District principals.
The committee also reviewed and discussed questions for a general survey of the BPUSD community on their priorities and considerations. This survey will go out to all Baldwin Park Unified School District parents through ParentSquare and social media. It will also be available for community members on the District’s website after the conclusion of the town hall meetings.
The SACSC will meet again on Wednesday, April 5, to review input collected during the town hall meetings on March 23 and April 4.
We understand that this process is difficult and that there is a lot to take in. We will continue to provide periodic updates to ensure the Baldwin Park Unified community remains informed. The next update will go out after the SACSC meeting on April 5.

A principios de este mes, compartimos una actualización sobre la reunión del Comité Asesor del Superintendente sobre el Cierre de Escuelas (SACSC) celebrada el 1 de marzo de 2023, que brindó un resumen de las discusiones continuas sobre la Fase III del plan de revitalización, consolidación y cierre de escuelas.
Para recopilar comentarios y sugerencias de la comunidad para desarrollar un plan de tres a cinco años para más cierres de escuelas, el Distrito llevará a cabo varias reuniones públicas esta primavera. Alentamos a todos en la comunidad que asistían a estas reuniones.

Dear Baldwin Park Unified Community,
Baldwin Park Unified is committed to providing our students with excellent programs and enrichment opportunities so that they can reach their highest potential. In order to continue to meet this commitment, the District is in the process of closing and consolidating some of its school sites to ensure that we can continue to fund the outstanding programs that benefit our students.
For the past few years, the Superintendent’s Advisory Committee on School Closures (SACSC), a committee comprised of BPUSD parents, staff and community leaders, has been meeting to review enrollment projections and extensive data to make recommendations on school closures. At the end of January, the closure of Pleasant View after the 2022-23 school year was approved as Phase II of the District’s school consolidation plan.
Over the last few weeks, the District has worked closely with Pleasant View administrators and staff to ensure a smooth transition for parents and students to neighboring Geddes Elementary, Margaret Heath Elementary or another BPUSD school of choice.
On March 1, the SACSC met to continue the discussion of Phase III closures for future years, which will include a long-term plan that incorporates community feedback before presenting options to the Board.
During the meeting, the SACSC reviewed updated enrollment projections over the next 10 years and discussed data points that will be used as considerations for Phase III plans, including demographics, facility operating costs, capacity of campuses, transportation, the impact on feeder schools and geography.
The SACSC is working to develop a three- to five-year plan to roll out this final Phase III of school consolidations, so families can learn about additional school closure plans in advance, review enrollment options and plan accordingly.
Additional updates from the SACSC meeting will be shared with the community and Board during a regular Board meeting in the coming weeks. The District will be holding multiple town halls in March and April to answer community questions and to gather feedback and suggestions on the plans for Phase III.
The town hall meetings will be held from 5 to 6:30 p.m. on the following dates and locations:
- Tuesday, March 21, 2023 at Olive Middle School
- Thursday, March 23, 2023 at Jones Middle School
- Tuesday, April 4, 2023 at BP STEM Academy
- Thursday, April 6, 2023 at Sierra Vista Middle School

Durante los últimos años, el Comité Asesor del Superintendente sobre el Cierre de Escuelas (SACSC, siglas en inglés) —un comité compuesto por padres, personal y líderes comunitarios— se ha reunido para examinar las proyecciones de matriculación y numerosos datos para hacer recomendaciones sobre el cierre de escuelas. A finales de enero se aprobó el cierre de la escuela primaria Pleasant View después del año escolar 2022–23 como parte de la segunda fase del plan de consolidación de escuelas.
